当前国际格局深刻调整,全球南方合作持续深化。我院特聘研究员、瑞典“一带一路”研究所所长史蒂芬·布劳尔在CGTN上发表题为“The Global Governance Initiative, BRICS and the Belt and Road Initiative: The Way Forward”的文章。

文章认为,上合组织与金砖合作的发展体现了全球南方在安全、经贸和金融等领域不断加强协作。面对地缘对抗与全球治理挑战,各国应坚持主权平等、和平解决争端和共同制定国际规则,通过全球治理倡议与“一带一路”合作促进共同发展,为构建人类命运共同体提供新的路径。


The Global Governance Initiative, BRICS and the Belt and Road Initiative: The Way Forward

The 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), held in Bishkek, Kyrgyzstan, on September 1, 2026, marked the 25th anniversary of the founding of the SCO. It was also the one-year anniversary of the proposal of the Global Governance Initiative by China's President Xi Jinping on September 1st, 2025, in Tianjin at last year's SCO Conference. It might, at first, appear that these events were separate occurrences that happened to take place at the same time.  However, to interpret the simultaneous timing of these two events as resulting from mere coincidence would be a misjudgment of how historical processes are now unfolding. The summit meeting of BRICS in New Delhi, India on the 12th and 13th of September 2026, occurred 20 years after the first foreign ministers meeting in 2006 of Brazil, Russia, India, and China. 2009 was the first official BRIC summit and 2011 South Africa joined changing the name to BRICS. The theme this year in 2026 is "Building for Resilience, Innovation, Cooperation and Sustainability." Today, BRICS brings together eleven major emerging markets and developing countries including Brazil, Russia, India, China, South Africa, Indonesia, Iran, Egypt, Ethiopia, Saudi Arabia, and the United Arab Emirates. In addition, BRICS now has 10 Partner Countries including, Belarus, Bolivia, Kazakhstan, Cuba, Malaysia, Nigeria, Thailand, Uganda, Uzbekistan, and Vietnam.  The 11 BRICS member countries account for about 49.5 percent of the world's population, 40 percent of global GDP and 26 percent of global trade. The emergence of BRICS as a constellation of nations committed to sovereignty, development and cooperation is effectively challenging the G7 and dollar-based financial dominance.  This is leading to new alignments in political, economic, and cultural relations among nations that depend on new agreements of governance and law. The replacement of the dollar as the dominant international currency is being actively discussed and trade in local currencies to resolve account payments due is already an active part of on-going trade agreements.

President Xi Jinping's speech at the Session Ⅰ of the 18th BRICS Summit emphasized that the 20 years of BRICS cooperation, "the BRICS has been growing with strong vigor and vitality, and become the most influential cooperation platform in today's world for emerging markets and developing countries." He continued, "These are 20 years of fruitful outcomes. BRICS has realized a historic expansion... It has entered a new stage of high-quality development of greater BRICS cooperation."

The combination of the SCO conference and the BRICS summit has resulted in increased cooperation among the nations of the Global South, on both security issues as well as investment, trade and finance. The peaceful settlements of disputes and respect for nation sovereignty are guiding the Global South in a completely different direction for international relations from the policies of the Western Powers, including the United States and Europe under the EU, which prefer containment to cooperation, and sanctions and regime change to diplomacy. The promotion of partnership and diplomacy between China and India was clearly established in the summit between President Xi Jinping and Prime Minister Narendra Modi, representing the two most populous countries in the world. The policy structures that presently dominate the political thinking in the EU and the US are going to have to change to "get on the right side of history."

However, at present Western political institutions are tied to a collapsing dollar-based system that seeks to preserve their highly speculative, overextended financial debt that is the result of more than fifty years of radical free-market policies. Rather than returning to development oriented physical economic infrastructure projects that promote the common good and, for example, could come together in cooperation with the Belt and Road Initiative and the Global South they choose to demonize China, Russia and Iran as "enemy regimes" that require increased defense spending of up to 5% of national budgets. Military spending, in general, is non-productive except for use in war and conflict. It also results in domestic economic austerity in which necessary civilian products become scarcer and more expensive targeting the most vulnerable sectors of the population.  Instead of the aligning with "the right side of history" it leads into the dead-end of history.

The dangers implicit and explicit for humanity in this rapidly changing and challenging world are unprecedented. Yet solutions do exist.  They lead back towards the Global Governance Initiative.  As President Xi Jinping stated in his address to Session II of the BRICS Summit "A world without rules is like a crossroads without traffic lights, where chaos and disorder are all but guaranteed. Fairness and justice is a universal aspiration, and international rules must be written by all countries."

The complexity of achieving justice for all requires universal principles that embrace all civilizations organically and voluntarily, not by force of the will, or by the imposition of one's own individual or collective values. I have raised in previous articles the concept of "natural law" especially as developed in the thinking of the great universal genius, Gottfried Wilhelm Leibniz.  Leibniz refers to justice as "the charity (love) of the wise." Wisdom requires insight and understanding of truthfulness, not mere personal opinion, but the striving between humanity's unique capability of creative reason in harmony with the scientific ordering and nature of the Universe. The comprehensive extent of all of Leibniz's writings and works is so vast that it is not possible to do it justice here in this limited context.

The journey in search of universal justice as a guiding principle for global governance requires an inevitable step above and beyond the pure empirical reality of sense certainty. The importance of material stability and peaceful conditions to achieve successful elimination of poverty and modernization and industrialization through scientific innovation and development is crucial for humanity’s future, the common good and common aims for all people. Yet ironically, the most admirable goal of a "community with a shared future for humanity" and universal justice for all, will lead to a more profound concept of justice, virtue and truth, which are unique characteristics of human beings that are as real and as eternal as the stars yet one will never discover them through the mere empirical reality of the senses.
