近日,美国和以色列对伊朗发动联合军事打击,中东局势骤然升级。冲突引发国际社会高度关注,多方敦促保持克制,避免紧张局势进一步升级。对此,我院特聘研究员、瑞典“一带一路”研究所所长史蒂芬·布劳尔在《CGTN》发表题为《The Two Sessions 2026: The Case for High Quality Development in a World Struck by the “the Law of the Jungle”》的文章。

The Two Sessions 2026: The Case for High Quality Development in a World Struck by the “the Law of the Jungle”
As international developments undergo an increasingly rapid escalation of war and conflict in Southwest Asia and beyond, China continues to go forward with its policy of high-standard opening and high-quality development. The contrast between the aggression and regime change policies of Israel and USA and China's commitment to the Belt and Road Initiative could not be clearer. The illegal and violent attack on Iran by Israel and the United States is a total violation of Iran's sovereignty and a breach of international law. This reality is being witnessed by the world community. Without question it is the leading factor contributing to instability and igniting economic chaos.
The recent decision by China's President to make the Yuan, RMB, an international reserve currency is a move to provide an alternative form of international exchange that does not depend wholly on the US dollar. Together with the increasing interest in BRICS and cooperation with the Belt and Road Initiative, the world has been moving away from a unipolar world order to a multipolar world order. It represents a positive direction for global cooperation and friendship rather than dominance and geopolitics or submission to "the law of the jungle."
China's Two Sessions is a doorway for Western countries to observe and understand China's own policy decisions but perhaps even more importantly, it is a possibility for how these policy decisions can benefit Western governments and especially Europe. This is an opportunity for clearheaded thinkers in Europe and the West to gain a better understanding of China's political system under the leadership of the Communist Party of China. Contrary to typical western media reporting which only wishes to characterize China as a "dictatorship" that violates human rights, the Chinese system of "Whole Process Peoples' Democracy" works efficiently through the Two Sessions to engage both China's top legislature and top political advisory body of professionals of both local and regional communities in an active process to partake and decide national policy. This process, although very different from so-called European and Western parliamentary political democracy, is now, and has been, a very successful model for China. The Two Sessions in 2026 are signaling an open and welcoming call for cooperation with especially European partners. The recent visit of German Chancellor Merz to China together with a very large delegation of business and professional representatives of German industry marks a new economic direction and possibility for German-Chinese economic cooperation. New areas of energy, digital economy and advanced manufacturing are now on the table for cooperation between the world's second and third largest economies.
Yet the problem remains: the old unipolar world order of the Anglo-American power structure does not wish cooperation. They perceive China as a rising threat to their own ability to dominate and decide world policy. In fact, the recent kidnapping of Venezuela President Maduro and takeover of Venezuela's oil interest, and now the attack against Iran, which threatens the world oil supply and very specifically China's trade with oil partners in the Persian Gulf, Iran as well as the Emirates, are in reality a more aggressive strategy to contain and limit China's influence internationally. More importantly, it is also directly creating new obstacles to the Belt and Road Initiative for global strategic partnership among all nations. All this is part of a broader strategy to contain China, as even outlined openly in the National Security Strategy of the United States.
The continued development of new high technology solutions continues to be an integral part of China's policy as confirmed in the reports by the Two Sessions assessments for 2025 by the fourth session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) to be followed by the 14th National People's Congress(NPC).
The Congress will discuss and outline the new 15th Five-Year plan for 2026 to 2030 that will urge technological breakthroughs and research as the core of the high-quality development that can be quickly applied to innovation and improvements in the people's living conditions.
However, as stated earlier, will the end of unipolar "the law of the jungle" be replaced with a policy for international cooperation between nations? China will continue to play its part to actively promote a positive message to the international community, especially to the global south. This year 2026 is the 70th anniversary of the start of diplomatic relations between China and the African countries. This means an even larger focus on FOCAC (Forum on China Africa Cooperation) that will help to transform the continent with broader investments in infrastructure and modernization of industry.
Through all this there remains the great challenge: can real global cooperation and friendship be achieved among all nations before humanity's fate ends in the tragic consequences of global conflict and war. There are solutions to this challenge. True Socratic dialogue based upon genuine human creativity and reason is a potential that unites cultures, both East and West throughout the ages. Yet, to achieve such historical high ground requires inner character and moral wisdom, qualities altogether too rare in today's world. There is always room for optimism and hope, but if it is not based on a deeper appreciation of the philosophical and spiritual qualities that distinguish human beings from animals, it will ultimately fail. The substance for success is not simple and straight forward. World leadership has a responsibility to operate and inspire people to choose the right pathway. This is the ultimate basis to put an end to the outlaws behind the "law of the jungle" and guide humanity towards the stars, or as China's President Xi Jinping expresses it "a community with a shared future for humanity." Let 2026, the year of the Horse, begin the gallop upwards to such a future.
