On the morning of October 12th, Tang Guocai, counselor of Ministry of Foreign Affairs and alumnus of GDUFS, returned to the University and gave a wonderful lecture in the 14th Session of Yunshan Academic Salon, the topic of which is “Further exploitation of China’s diplomatic resources and interaction with the region of Pearl River Delta”.
Presented were Sui Guangjun, secretary of the Party Committee of GDUFS and deputy executive director of GRIIS, Gu Yeli, vice president of GDUFS, Hu Wentao, head of the publicity Department, Fang Yingsheng, director of Department of Personnel, Li Qing, secretary general of GRIIS and chief research fellows from GRIIS. The salon was hosted by Gu Yeli.
The keynote lecture delivered by Mr. Tang was kicked off from the concept of diplomatic resources, followed by specific advice according to the unique resources characteristic of Pearl River Delta. With the development of China’s foreign affairs, the concept of diplomatic resources is extended. Under the background of globalization, the importance and crisis of diplomatic resources are rising. Therefore, it is significant to take actions to develop and keep the resources.

Tang summarized the challenges we were supposed to meet with: Firstly, shortcomings exist in our traditional diplomatic resources that are official or semi-official. Secondly, there is a huge gap between diplomatic resources in various societies. Third, there is still a long way to go for the diplomatic resource theories with major strategic meaning to be popularized after the proposal. Fourthly, the management system of diplomatic resources needs to be improved, especially the coordination work.
In addition, Mr. Tang also mentioned the interaction of diplomatic resources with the Pearl River Delta, which is one of the most developed and opening regions in China and thus owns abundant diplomatic resources. But it also faces risks and challenges, such as vulnerability to the foreign environment. It is important for this typic export-oriented economy to overcome difficulties when global economy is slowing down. According to him, the Pearl River Delta is a mirror of China’s opening up, showing both risks and challenges we are facing in the modern times.
Tang Guocai put forward some suggestions: First, China should interact with the other countries, which means the interaction of foreign affairs and the domestic politics. Second, there should be more communications between the central government and the local governments. Third, the hardware resources should be coordinated like foreign affairs, economy and safety. Fourth, in the long run, it is important to cultivate diplomatic thoughts, ideas and culture. Fifth, we should make good use of the resources of overseas Chinese from Hong Kong, Macao and Taiwan. Sixth, we should explore for a new platform for foreign social management.
Before the lecture started, Sui Guangjun expressed gratitude for Tang Guocai for his years of concern about the University. Afterwards, Sui presented him with souvenirs on behalf of GDUFS.
