Participants of 2012 Special Seminar on Learning the International Experience of Industrial Transferring and Upgrading Shared Experience

On the morning of Sep. 17th, the Opening Ceremony of 2012 Special Seminar on Learning the International Experience of Industrial Transferring and Upgrading was held in Octagon Conference Room, South Campus of Guangdong University of Foreign Studies. Since then, seven lectures have been given by famous professors from home and abroad. After the lectures, all the 54 government officials from Guangdong province talked about their perceptions of the seminar.

Fang Lixu, the monitor of the Seminar, has been working at the forefront for a long time with rich experiences. He thought high of the preparation work of the professors, who gave case analysis on the successful industrial restructuring and upgrading in China and other countries and broadened the horizon of the participants. He said, “We can learn much from the industrial restructuring and upgrading in foreign countries. It is quite useful to solve future problems on policy innovation and promote the development of enterprises.”As the executive vice-mayor, he thought the seminar has brought him new ideas in industrial restructuring and upgrading. In the future, the city of Chaozhou will encourage the industrial clusters and the development of the small businesses.
Niu Baojun, Deputy Director of the Supply and Marketing Cooperatives in Guangdong Province

Niu Baojun said, “The 5 days are precious in that we can focus our attention on the essence of the industrial restructuring and upgrading. The seminar has taught us to understand it more deeply and systematically.” He spoke highly of the seminar for its theme and arrangement. Of the 7 lectures, 3 are given by the professors from Japan and South Korea, while the others are given by the famous domestic professors. The seminar introduces international experience of industrial restructuring and upgrading.
As the deputy director of the Supply and Marketing Cooperatives, Niu Baojun mentioned that supply and marketing was changing gradually from the traditional marketing pattern to the modern logistic related pattern. For example, the agricultural products are directly delivered to the supermarket without any intermediate links.

In Chen Dong’s point of view, this seminar showed the importance of the industrial restructuring and upgrading and brought faith to people from different fields. From the middle of industrialization to the post industrialization era, Japan, South Korea, the U.S and Germany have transferred from manufacturing to industrial innovation and upgraded their industries national wide. China can achieve success through industrial transferring and upgrading. Chen Dong said that the government, the entrepreneurs and the scholars should change their minds for the success. The government should not be evaluated only by GDP and the small and middle-sized companies should restructure and upgrade to improve competitive strength.
Cai Yunge, Deputy Director of Provincial Development and Reform Commissions

Cai Yunge stated that the Provincial Development and Reform Commissions took this opportunity to confirm Guangdong province’s development ideas — “One Core, Five Relations”. “One Core” means accelerating industrial transferring and upgrading to motivate Guangdong’s economic growth. “Six Relations” involves the relation between international experience and local conditions, the relation among government, market and society, the relation between transferring and development, the relation between leading enterprises and the small and medium enterprises, the relation between stock and increment, and the relation between steady-state growth and leapfrog development.
Cai Yunge also pointed out how to handle the relation among government, market and society. Under the socialist market economy system, market should play the leading role to foster enterprises’ initiative. The government should build a good environment and direct the product planning. Besides, social organizations, industries and associations should come into play actively.

Wang Ruibiao stated that the five-day seminar is fruitful with targeted and efficient lecturers. He pointed out that it was essential to promote business management personnel’s awareness and confidence of the industrial transferring in order to deepen industrial transferring and upgrading. He thought industrial transferring would play a decisive role in a region, even in a country, because “the world economic development history is the result of a series of industrial transferring”.
In charger of the personnel management of government leadership, Wang indicated that the government be clear about the responsibilities of the departments and play a positive role in the industrial transferring and upgrading, rather than passive or indifferent. There should be a leading team whose members are familiar with business management. He also said that the economy of our province could develop soundly only by proper employment of the staff.

Wang Xiaomei told the press that the seminar was well-organized and lecturers had prepared a lot. The seven lectures broadened the horizon and made the participants realize the emphasis of the government on industrial transferring and upgrading.
She said, "The industrial transferring and upgrading should be based on the current situation and be correctly oriented. We should abide by objective laws of economics with calm and scientific decisions." "The government should not intervene the market in wrong ways but should play its role appropriately."
