Joo Hoon Kim Introduced South Korea’s Experience of Industrial Restructuring and Upgrading

On the afternoon of Sep.17th, Professor Joo Hoon Kim, vice president of Korean Development Institute, made a speech in the Octagon Conference Room, South Campus of GDUFS under the title of “Korean industrial restructuring and upgrading”. All the participants of the Special Seminar on Learning the International Experience in Industrial Transformation and Upgrading attended the lecture.

The lecture

In the three hours lecture, Professor Kim introduced the characters, problems and measures during the process of Korea’s industrial development in 5 stages. He showed the transition from labor intensive industry to heavy chemical industry and then to high-tech industry. He also mentioned that every dilemma was a good opportunity for Korea to find solutions and strategies for industrial restructuring and upgrading.

Today, Korean economy is confronted with the serious problem of polarization after the overheated development during globalization. With the continuous development of high value-added industries under the support of technology and innovation, large enterprises are dedicated to technological research and development, and outsourced the service industry to small and medium enterprises. It makes the situation worse.

The government has taken a series of measures to narrow the gap, but with little success, because of insufficient budget, trivial procedures, limited resources, and low efficiency. He also pointed out the disadvantages of South Korea’s service industry and the inevitable sacrifice and suffering bringing by industrial upgrading.

During Q&A section, Professor Kim explained the current development of Korean booming cosmetic surgeon when answering questions. He pointed out the importance of medical technology to cosmetic surgeon’s development. He also suggested that China should seek for the chance of international cooperation to learn and develop the advanced technology.
How to coordinate industrial upgrading and infrastructure construction? Professor Kim described the merits and shortcomings of the development of Korea and thought that it should be divided into two phases. In the first phase, the government should provide financial assistance or preferential policies for enterprises to grow. In the second phase, the government should cease the support and focus on personnel training. Frankly speaking, sustainable development depends on talents rather than foreign enterprises.
After this lecture, Zhong Weihe, the president of GDUFS, met with Professor Kim in the VIP Room, presented souvenir and took photo.
