At the invitation of Administration of Ocean and Fisheries of Guangdong Province, Liu Jisen, deputy secretary of GRIIS attended the Seminar for “Building a Marine Power” held in Wu Zhou Guest House in Shenzhen. The meeting was hosted by Yan Xueliang, deputy secretary of Guangdong Government.
On the Seminar, leaders of Administration of Ocean and Fisheries of Guangdong Province, municipal leaders of Shenzhen, Zhuhai and Maoming, Su Jilan and other four academicians, representatives from research institutes and enterprises made speeches respectively. Deng Haiguang, vice governor of Guangdong Province give a speech. Liu Jisen, on behalf of Guangdong Research Institute for International Strategies, put forward five suggestions for medium and long term plan of China-ASEAN economic cooperation: First, the top plan should be made for the medium and long term economic cooperation of China and ASEAN. Second, the government should encourage marine enterprises to go out, so as to balance domestic and foreign marine economic resources. Third, the China-ASEAN maritime cooperation fund should focus on the key provinces such as Guangdong. Fourth, a guideline should be made for China-ASEAN economic cooperation categorization. Fifth, a co-ordinating institution for China-ASEAN economic cooperation should be established.
Liu Cigui, director general of State Oceanic Administration of People’s Republic of China, made the conclusion speech. He summarized the Seminar from strengthening marine consciousness, making scientific plan and rational layout, promoting technological innovation, safeguarding maritime rights and interests, strengthening international exchanges and cooperation, build harmonious coastal ecological environment, improving legal system and managing by law.
