On October 30th, the First Young Management Cadre’s Forum of Party Secretary Project was held in the international conference hall on the north campus of GDUFS. It was organized by Party Committee of GDUFS, Human Resource Division and Teacher’s Development Center in line with the requirements of Party Secretary Project. Its topic is the “Competence and Qualities of Management Staff of University in the Globalization of High Education”. Prof. Guenter S. Heiduk and Prof. Xu Zhenhua were invited to give speeches.
The scene of the Forum
The two scholars exchanged views about management features of Chinese and Western universities with young management staff and shared the competence and qualities of management staff in Chinese and Western universities. Vice president Xu Guobin and eighty management cadres attended the meeting. Fang Yingsheng, the director of Human Resource Division and director of Organization Department, chaired the meeting.
At the beginning of his speech, Xu Zhenhua summarized his administrative career in GDUFS with one sentence¬. He said that the only philosophy of the president is to run his university well. The following reforms will center on this philosophy. His speech is divided into four parts: manage the university by law, democratic management, humanistic concern and innovative thinking.

Prof. Guenter S. Heiduk’s topic is “The impact of globalization in higher education on the management of universities”. Before his speech, he mentioned that if European universities wanted to achieve education internationalization, they should go beyond national borders and see the issue from the perspective of the whole Europe. He said China’s current educational expenditure was quite a lot and should be used efficiently.
