In the first quarter of 2011, the international social situation has undergone a series of changes, which are affecting China's diplomatic and trade policy-making. As the forefront of opening up, Guangdong Province is under direct and profound impact. Guangdong Research Institute for International Strategies, with the concept of "global vision for decision-making", seizes up the situation, gives full play to the interdisciplinary research strengths of GDUFS, and organizes relevant experts, inside and outside the university, to conduct investigations in the form of project researches and complete a series of research reports. At present, five of the eight survey research reports have been officially approved by Governments and Municipal Party Committees of Guangdong and Guangzhou. Relevant departments are required to study, adopt and implement the reports. The Institute successfully plays its role as a think tank to serve for the Government decision-making for the first time in the first quarter.
Project 1: "Study and Judgement on the Influence of Japanese Earthquake to Guangdong and the Suggestions for Responses". The report analyzes the influences of the earthquake in Japan on the world economy, especially the positive and negative ones on Guangdong's economy, and puts forward practical and relevant countermeasures and suggestions. The report was the approved by the main leaders of Guangdong Province, who required to establish a special research team to do more in-depth studies on the influence of Japanese earthquake. In March 31, 2011, vice governor Zhao Yufang chaired a special meeting to discuss its influence on Guangdong and the countermeasures. Professor Shi Youqi, Chen Weiguang, Xiao Yaofei and Li Qing participated in the meeting. The project was completed jointly by GRIIS and the Policy Research Centre of Guangdong Province, with professor Chen Weiguang as the chief writer.
Project 2: "The Influence of U.S. Quantitative Easing Monetary Policy and Export Multiply Plan on the Foreign Trade and Economy of Guangdong and the Suggestions for Responses". The report analyzes the purpose, consequences and "limitations" of the second round of quantitative easing monetary policy and export multiply plan of the United States. It predicts the impacts and opportunities brought by the policy and plan to the foreign trade and economy of Guangdong. Finally, it puts forward countermeasures and suggestions to response to the policy and plan. The report was approved by several main leaders of Guangdong Province, who required the relevant provincial departments to learn, research and implement the report. This project was completed jointly by GRIIS and Department of Foreign Trade and Economic Cooperation. Professor Xiao Yaofei and Liang Lijun of GDUFS participated in the project.
Project 3: "The Influence of US Government's Appointment ofGary Locke's as US Ambassador to China on the Future Sino-US Relation." The report analyzes the intentions and goals of Obama's appointment of Gary Locke as ambassador to China and predicted the possible initiatives of U.S. and influences on Guangdong. It puts forward countermeasures and suggestions. Wanqingliang, mayor of Guangzhou, required the departments to earnestly study the measures to serve for Guangzhou. The project was mainly conducted by professor Tang Xiaosong, Liang Lijun and the others.
Project 4: "Study on Guangdong Low-carbon Development Policy and Implementation Path." The report is selected from the tender project of GRIIS, "Adjustments in Low-carbon Age and Coping Strategies of Guangdong". The general directors of the project is professor Gu Yeli. The project leaders are professor Chen Weiguang and Yang Youxiao. The members include Fu Miao, Liu Xiaoqing, Deng Kebin, Jiang Jilu, Chen He, Wang Zheng, Luo Chunmei, Lin Chuangwei, Wan Junyi, Lu Haifan, Zeng Cheng, Lu Lihong and Hu Dang. The report is against the background of Guangdong being the pilot provinces for low-carbon and analysed the comparative advantages and difficulties for Guangdong to lead the low-carbon development. It promotes the main points for the improvement of the institutions and mechanism for Guangdong low-carbon development and policy supporting measures. It provides policy suggestions for industrial system, energy system and implementation path of low-carbon agriculture and low-carbon culture in Guangdong. Guangdong Governor Huang Huahua pays great attention to the report, and requires the Provincial Development and Reform Commission to study on the issues and provide measures.
Project 5: "Study on the Measures of Building International Business Center in Guangzhou". Based on the analysis and judgement of the characteristics of the international business center, the evolution trend of international trade center city, the pattern of China's commercial centers and the development direction of Guangzhou, the report evaluates the advantages and disadvantages of Guangzhou, promotes the functional orientation of building Guangzhou international business center, and constructes a countermeasures system for building the center. On March 10, 2011, the Guangzhou Municipal Government held a special symposium on the project of "Building Guangzhou International Business Center". Professor Li Qing and Liu Li of GDUFS made important speeches at the seminar. Huang Guanqiao, director of Economic and Trade Commission of Guangzhou, said that the results of the project "building Guangzhou international business center" were forward-looking and of strategic vision. During the period of the "12thFive-Year-Plan", all departments should learn from the research results and push future work onto a new level.
It is reported that Guangdong Research Institute for International Strategies will make contacts with the think tanks in the United States, Britain, and the ASEAN countries to look for possible cooperations and provide more timely and high-qualified decision-making services.
