Scholars from China and Argentina Discussed the Opportunities and Challenges of the Two Countries in the Transition of the International Order

On the afternoon of October 18th, the forum titled "Opportunities and Challenges of China and Argentina in the Transition of the International Order" was held in the International Conference Hall of Administration Building in North Campus of GDUFS. The participants include Julio C Ferrari Freyre, Argentinan consulate general in Guangzhou, Matias Valentin Castellano, the vice consul, Dr. Eduardo Daniel Oviedo, Dr. Gladys Lechini, and Dr. Carlos Escude of Rosario National University, Zhong Weihe, president of GDUFS, Fang Fanquan, the vice president, Li Qing, Secretary-general of Guangdong Research Institute for International Strategies, Fang Hua, the Party secretary of Faculty of European Language and Culture, Liang Jie, deputy director of International Cooperation and Exchange Office, Tang Xiaosong, director of US Studies Center, Professor He Shifan of Faculty of European Language and Culture, Professor Zuo Lianshu of School of International Trade and Economics and Doctor Shi Aiguo of School of Legal Studies. The forum was hosted by Tang Xiaosong.

Zhong Weihe quoted "Isn't it pleasant to have a friend coming from afar “from "theAnalects" to welcome the guests. He mentioned the long history of the friendship of the two countries and the cultural and economic trading influence to each other. In the background of globalization, the two countries could seek for complementary advantages and deeper and more multiple developments.

Julio C Ferrari Freyre said, "The diplomatic activities of Argentina go smoothly in China compared to those in other countries. I have heard of the reputation of GDUFS before. There have been great accomplishments in our cooperation. This visit is to strengthen communication and promote the work in the further."

Dr. Carlos Escude talked on the historical links and the future development of the two countries in the speech titled "the Status of China in Argentina's Participation in the Long Term History of World from 1880 to 2011". He pointed out that since the establishment of diplomatic relations with China in 1972; Argentina had maintained friendly relationship with China although having setbacks with many western countries. Argentina has rich mineral resources and has developed agriculture, forestry, animal husbandry. Considering the demand of China on the resources, the two countries are complementary in economics, trade, science and technology which provide promising future for cooperation. However, there are also tensions in the economy. As mineral resources are nonrenewable, the increases of export reduce the storage of the resources in Argentina, which will hinder modernization in the long run.

Dr. Eduardo Daniel Oviedo talked on "the Modernization and Benefit in the Non-centralized Trend of World Economy for Argentina and China". He commented Asian countries such as China, Japan and South Korea were successful in the modernization, but the process was relatively slow in South American countries. He took the rapid development of China after the reform and opening-up as an example to analyze the main factors for the success of China. They are national policies, production and export pattern and international market. Dr. Eduardo Daniel Oviedo stated that it was the common willing of the people in two countries to establish and develop the strategic relationship in case of the commentary interests and competitive interests. It is necessary to overcomeobstacles like trade protectionism and world economic crisis and promote the modernization of the two countries.

Dr. Gladys Lechini raised question on the basis of "Is the Sino-Argentina Cooperation a Strategic Relation of Anti-hegemonism?" She asked where the cooperation should go in the globalization. She explained that the two countries both had problems of imbalanced regional development, which made it a objective request for the cooperation. She said, "We should solve the disputes to create a peaceful and stable environment for the regional cooperation. We should focus on the specific items of geographical, cultural and economic cooperation. We will use advanced technologies such as "teleconference" to enhance the understanding between the two countries."

He Shifan talked on "the History, Present Situation and Future of Spanish Teaching in China". He said," Spanish has a promising market future and is in increasing demand as the second common language in the world. With the sustained and rapid development of economy, the two countries have been importantstrategicpartners. The overall exchange and cooperation will increase the demand for the students studying Spanish." He suggested training teachers, reform education methods, updating education pattern, and promoting cultural communication, in order to enhance the academic exchanges between China and Latin American countries.

Zuo Lianshu made a speech on "Promoting the Development of Sino-Argentina Cooperation" from three perspectives of Argentina's experiences, reason analysis and enlightenments to China. He pointed out that although the cooperation was striding in various fields, the scale and environment were not very good. There are trading conflicts and differences in ideas. We should extend the scale, enhance the investment, improve the soft and hard environment of trading and investment, and promote to establish a bilateral free trade.、

Shi Aiguo talked on "Argentina and China: the Experience and Enlightenments in the Diplomatic and Modernization Process". He introduced the modernization of Argentina and analyzed the history, culture, industrialization, and ideas. He said, "Argentina as a farming country strengthensprivilege. The modernization is influenced by factors like insufficient industrialization and cultural identity." He thought China should consider the national conditions when making policies.

Finally, the scholars discussed on the signing of Bilateral Free Trade Agreements.

Zhong Weihe, president of GDUFS, Fang Fanquan, the vice president met them in the VIP Hall of Administration Building in North Campus. The participants also include Li Qing, Secretary-general of Guangdong Research Institute for International Strategies, Fang Hua, the Party secretary of Faculty of European Language and Culture, Liang Jie, deputy director of International Cooperation and Exchange Office and other school leaders.
