Guangdong Research Institute for International Strategies finished the research report of "the Influence of U.S. Commitment to Ease Restrictions to China's High-tech Export on the Independent Innovation, Industrial Upgrading and Investment Attraction of Guangdong and the Measures" in the end of June. The report was written by Doctor Liang Lijun of School of International Trade and Economics and instructed by Zhang Guangning, secretary of Guangzhou Municipal Party Committee and then passed to Guangzhou Science and Technology Bureau for specific research and putting forward measures. On August 23rd, the Bureau and Guangzhou High and New Technology Association held the discussion meeting in the Science City. The meeting invited responsible officials from GRIIS and 14 representatives high and new tech enterprises in Guangzhou.
Leaders of the Bureau said in the meeting that the aim of the meeting was to put the instructions of Secretary Zhang Guangning into practice and discuss and collection opinions on the research report of GRIIS. Liang Lijun introduced the content of the report. It studies the possible negative effects, the favorable conditions for the internal upgrading of industry and the influence of changing the pattern of investment attraction by the U.S. commitment to ease restrictions to China's high-tech export. The U.S. is more likely to fulfill the commitment, but the pace may not be fast. The report puts forward several specific measures, such as the independent innovation, speeding up internal upgrading of industry and optimizing the investment attraction. Later, the principals of the high-tech enterprises expressed opinions on the influence of the commitment from the perspectives of the product structure, research and development and sales market of their respective enterprises.
Their opinions were as follows. Some of them worried that the technologies that they were developing would be wasted and caused a great loss once the restriction is banned. Some of them regard the commitment beneficial as they could get technological support. Some others mainly got the support from Japan and Europe and would be directly influenced by the commitment. But they also hoped for stable RMB exchange rate, which was an exchange condition of the commitment. Therefore, the indirect influence could not be avoided. The enterprises all hoped that the government should strengthen information service, integrate social resources, and provide financial support, in order to reduce the impact of the commitment.
The responsible officials of the Guangzhou Science and Technology Bureau concluded the meeting and would collect all the advices into a document of "Advices to the Report of GRIIS" and present it to the leaders of Guangzhou municipal Party committee.
