She mentioned that the Instiute had integrated the resources of the University and set up a research team with clear directions. It has enhanced the management mechanism and expanded the influence on governments and academics at home and abroad. However, the Institute is still limited in mechanism, research areas, researchers and resources. She put forward five points for the development: 1. Build a research team of full-time and part-time research fellows. 4. Produce influencial products and build the brand. 5. Expand the boundary of international cooperation projects and increase the application for international funded projects.

Later, other leaders provided suggestions and advice for the Institute. They thought the Institute should aim at building the high-level think-tank with core competitiveness and the other departments would cooperate with the Institute.

Sui Guangjun thanked the support of the departments of the University. He pointed out that the Institute was the achievement of coordinate inovation with the emphasis to build “two Institues and two bases”. He hoped the Institue would transfer in the future from three aspects: 1. The development should change from macro-perspective to micro-perspective. 2. The mechanism should be improved after being built. 3. The focus should be intellectual distribution rather than labour work.

Sui Guangjun offered three more suggestions for the construction of the Institute in 28th: 1. Forums could be held for academic exchanges. 2. The application and coonstruction of doctoral and master program should be completed. There would be more creative training methods. 3. The scientific research should be internationalized.

The second stage meeting was hosted by Li Qing. Liu Jisen, deputy secretary general of GRIIS, made the first speech on the scientific research and the buillding of the soft science base. Cai Hong, deputy secretary general of GRIIS and director of Center for European Studies gave a report on the foreign affairs of the Institute and the direction of the Center. She said that the foreign affair work should be standardised and the Center would strive to produce research results with global approvement. Recently, the Center will pay attention to the application of doctoral program. Prof. Yang Shaogang, executive chief editor of "Studies on Strategic Decisions" talked on the working focus and principle of the Journal.

Chen Weiguang suggested that the research reports be influential, especially those on emergency, prediction and implementation. Tang Xiaosong analysed the Journal’s style and the role in the publication of the Institute. Xiao Yaofei talked on the relation of the management and research fellows and thought that the research fellows could be inspired through appropriate measures.

Gu Yeli concluded that the Institute had been clearer on the orientation, goals and directions after three years of development. But there are still much room for improvement, such as the innovation of mechanism. The Institute should be steadfast on the road.
