Guangdong Think Tank Alliance Held the First Forum on Participation in Global Governance

On April 26th, Guangdong Think Tank Alliance(GTTA) held the first forum in 2013 in the International Conference Hall of the administrative building in North Campus of GDUFS. Under the theme of “Enhancing International Cooperation and Participating in Global Governance”, experts and scholars from all fields made keynote speeches and exchanged their ideas.

The Forum was cohosted by Guangdong Think Tank Alliance, Guangdong Academy of Social Sciences(GASS) and Nanfang Daily, organized by Guangdong Research Institute of International Strategies(GRIIS). Presented were Wen Xianyuan, deputy director of GASS, Zhao Xikang, head of Scientific Research Department of GASS, Gu Yeli, vice chairman of GTTA and vice president of GDUFS, delegates and experts from GTTA and relevant research fellows of GDUFS. The Forum was hosted by Liu Jisen, deputy secretary general of GRIIS.

In the address, Gu Yeli pointed out that the theme of “Enhancing International Cooperation and Participating in Global Governance” was of strategic significance to China. The Forum was a good stage for experts and scholars to realize the current international situation and offer advice for the future development of China.

According to Wen Xianyuan, global problems still stick out of world multipolarization and globalization. He hoped that GTTA could integrate the resources from all fields as soon as possible to better serve the decision-making of government.

Chen Weiguang, head of Development Planning Deparment of GDUFS, also mentioned in his report that, as a member of GTTA, the GDUFS innovation team of Ministry of Education was making active efforts to explore about China’s participation in global governance.

Chen Weiguang made a keynote speech titled “Global Economic Governance and China’s Participation: Reflection on Several Issues”. He asserted that global economic governance was the governance of global economic imbalance. It is the core of global governance, but is not equal to it.

As for China’s participation in global governance, Chen Weiguang put the emphasis on China’s positioning in international society. China is now in need of a clearer and more accurate positioning to gain higher global recognition.

To See Global Governance from a Micro Perspective

Doctor Qian Jinbao, director of Institute for Finance and Banking of GASS and Song Haixiao, research fellow of Center of Indian Studies of GRIIS, talked about global governance from a micro perspective.

Qian Jinbao raised his point of establishing free trade zone bygeographic advantages. Considering the geographic advantages and national interest of China, Japan and Korea, the establishment of East Asia Free Trade Zone is only a matter of time.

From what had been raised in the analysis addressed by Song Haixiao, Guangdong should pay close attention to establishing appraisal and pre-warning mechanism in order to cope with the risk of overseas interests. Also suggested was that Guangdong should provide full support for non-governmental organizations and forge real international enterprises.

In the part of free discussion, all experts and scholars ardently exchanged their thoughts on the issues of deepening the strategy of “going-out” and enhancing China’s soft power and discourse power.
