On July 21, GDUFS and People's Government of Southwest Autonomous Prefecture of Guizhou Province signed a "Strategic Cooperation Framework Agreement". The two sides will expand all-round cooperation in aspects such as personnel training, scientific research, and social services. Sui Guangjun introduced the history, current situation and characteristic of GDUFS and analyzed the basis of the cooperation between universities and autonomous prefectures. He said cooperation in basic education, especially English education, should be carried out first.

The flag-giving ceremony followed the signing ceremony. The flag of GDUFS Volunteer Teachers Delegation was presented to Xie Xiulan by Liao Xing, vice chairman of People's Political Consultative Conference of Southwest Autonomous Prefecture of Guizhou Province.
