Tang Guocai put forward some suggestions: First, China should interact with the other countries, which means the interaction of foreign affairs and the domestic politics. Second, there should be more communications between the central government and the local governments. Third, the hardware resources should be coordinated like foreign affairs, economy and safety. Fourth, in the long run, it is important to cultivate diplomatic thoughts, ideas and culture. Fifth, we should make good use of the resources of overseas Chinese from Hong Kong,Macaoand Taiwan. Sixth, we should explore for a new platform for foreign social management.
