On the afternoon of November 8th, 2013, Cai Hong, deputy secretary general of GRIIS and director of Center for European Studies was invited to Report at “Cultural Forum” Organized by Organization Department of Guangdong Provincial Party Committee. The topic of her report is “Welfare State: European Values, Glories and Dilemma”
Her report was centered on three key words: welfare, reform and inspiration, and thoroughly and comprehensively discussed about such issues as European welfare system reform.

Cai Hong pointed out that compared with the high welfare of Europe China’s welfare was too low. China should set up a welfare system in line with its production mode and economic development.
It is said that Organization Department of Guangdong Provincial Party Committee selected six reports for the “Cultural Forum for Cadre Qualities”. This one is the fifth.
